public land and buildings and other improvements of a capital nature with
certain conditions; establishing new programs and modifying existing programs;
providing a summary of appropriations; appropriating money to the board of
regents of the university of Minnesota for higher education asset preservation
and replacement (HEAPR), to construct a science teaching student services
building on the Twin Cities campus and a civil engineering addition to
Voss-Kovach Hall on the Duluth campus, for renovation of the community services
building on the Morris campus and renovation of the Folwell hall on the Twin
Cities campus and specifying certain university share requirements, to the board
of trustees of the Minnesota state colleges and universities (MnSCU) for higher
education asset preservation and replacement (HEAPR), for renovation of Trafton
science center on the Minnesota state university Mankato campus, Brown Science
hall on the St. Cloud state university campus and the transportation and applied
technology lab at St. Paul College, for the addition and renovation of Sattgast
science building on the Bemidji state university campus, classroom addition and
renovation of the Health and Wellness building at Normandale Community College
and the Fine Arts building at Inver Hills Community College and for systemwide
science lab initiatives at certain campuses, specifying certain debt service
requirements, to the commissioner of administration for Minnesota state

state recreation area in Meeker county and land acquisition in the city of Blue
Earth, the Minnesota Planetarium, for water control structures, for regional
trails snowmobile and all-terrain vehicles trail grant money, for site
redevelopment in the city of Worthington and for historic Fort Snelling museum
and visitor center design project; authorizing the commissioner of natural
resources (DNR) to proceed with funding for a certain Lake Superior safe harbors
project
