E Providing time lines for the transition to a new case mix reimbursement system
under medical assistance (MA) for nursing facilities; requiring the performance
based contracting system to by a certain date include case mix adjustments based
on the federally mandated minimum data set assessment instrument, requiring a
budget neutral financial impact on nursing facilities at the time of
implementation; requiring the commissioner of human services in consultation
with the commissioner of health and the payment system reform advisory committee
to report to the legislature by a certain date on plans for the transition to
and implementation of a case mix system based on the minimum data set assessment
instrument, specifying certain report content requirements; requiring the
commissioner of human services in cooperation with the commissioner of health to
make available to nursing facility employees training on the implementation and
administration of the new case mix system and to nursing facility residents and
consumers easily understandable information on the new system and on the impact
of the transition on residents (ra, ja)
