Hunters, Anglers and Trappers Bill of Rights"

ARTICLE 1 - FINDINGS AND
PURPOSE

Specifying certain legislative findings and purpose to create the most
possible opportunities for citizens to exercise the right to hunt, fish and take
game

ARTICLE 2 - HERITAGE ENHANCEMENT FUIND

Proposing an amendment to the
Minnesota constitution, article XI, to provide funding to enhance the population
and quality of game and fish in Minnesota and provide hunting and angler access
by dedicating the sale and use tax receipts equal to the state sales and use tax
of a certain percentage on taxable sales of supplies and equipment used to take
game and fish; creating the heritage enhancement council to develop a biennial
budget plan for expenditures; specifying certain membership requirements and
duties; creating a heritage enhancement fund to be spent on game and fish
projects on public and private lands; providing for deposit of revenues

ARTICLE
3 - RIGHT TO ARMS CONSTITUTIONAL AMENDMENT

Proposing an amendment to the
Minnesota constitution, article I, to provide the right of a citizen to keep,
bear and use arms for the defense and security of the person, family or home or
for lawful hunting, recreation and marksmanship training

ARTICLE 4 - RIGHT TO
WEAR FUR AND DISPLAY TROPHY ANIMALS

Proposing an amendment to the Minnesota
constitution, article XIII, to provide the right of a citizen to wear furs,
pelts, skins or hides from legally taken animals and the right to display
legally taken trophy animals on the property of the citizen

ARTICLE 5 - HUNTING
AND FISHING

Requiring the commissioner of natural resources (DNR) to administer
a conservation partners program to provide grants to local sporting and
conservation clubs for projects to enhance the population and quality of game
and fish and fund hunter and angler recruitment and retention program;
specifying certain grant, application and rule requirements; specifying certain
duties of the commissioner relating to ensuring access to hunting and fishing on
lands; creating the forest legacy council to develop a biennial budget plan for
expenditures, specifying certain membership requirements and duties; creating a
forest legacy account to be spent on game and fish projects on public and
private lands; authorizing and providing for optional fishing license stocking
donations for stocking walleye, north pike, muskellunge and trout species in
public waters not subject to commercial netting by Indian tribes, specifying
certain fee and issuance requirements; modifying certain requirements for
resident lifetime angling and sporting licenses and nonresident lifetime angling
licenses; appropriating money for implementation requirements; repealing a
certain provision relating to trout and salmon stamp validation
exceptions

ARTICLE 6 - AUTOMATIC VOTER REGISTRATION

Providing for an automatic
voter registration of applicants for game and fish licenses, specifying
secretary of state and commissioner of natural resources (DNR) requirements;
specifying certain application, registration and notice requirements;
appropriating money to the secretary of state, the commissioner of natural
resources and the supreme court
