Providing for the funding of early childhood through adult education programs
and servicesARTICLE 1 GENERAL EDUCATION REVENUEReducing the formulas for
determination by the commissioner of children, families and learning of the
inflation adjustment for the cost per nonpublic pupil for textbooks and
individualized instruction or cooperative learning materials and for nonpublic
pupil transportation aid; reducing the reimbursement per credit hour to
post-secondary institutions granting quarter credit to secondary students and to
institutions granting quarter or semester credit to adult students and the
formula for payments to school districts under the post-secondary enrollment
options act; reducing the formulas for payments for graduation incentives and
alternative programs and the formula for determination of shared time aid; all
formula reductions to be by the same amount; limiting the determination of
learning year program pupil units; modifying the general education, training and
experience and equity revenue and regional and district equity gap formulas;
prescribing a revenue growth limit adjustment formula; requiring certain
reserved revenue reductions; modifying the referendum allowance formula and
limit; authorizing school districts receiving equity revenue in fiscal year 2003
to convert the equity conversion allowance to additional referendum allowance,
prescribing the equity conversion allowance formula; granting school districts
certain fiscal year training and experience levy authority; prescribing a fiscal
year 2004 general education aid formula; modifying certain prior appropriations
to the commissioner for general and supplemental education, abatement, nonpublic
pupil and nonpublic pupil transportation and consolidation transition aids;
repealing a certain provision providing for payments to post-secondary
institutions and school districts for adult students under PSEO and the
provision providing for airport runway impact pupil unit aid for independent
school district 280, RichfieldARTICLE 2 EDUCATION EXCELLENCELimiting the state
subsidy for advanced placement or international baccalaureate examination fees
to students from low income families; modifying the charter school building
lease aid formula; increasing the school district integration levy formula and
reducing the integration aid formula; sunsetting the provision enabling school
districts to pay the employer share of work study student compensation; reducing
certain prior appropriations to the commissioner of children, families and
learning for AP and IB examination fees and teacher training and support
programs, for charter school building lease and startup costs aids, for best
practices graduation rule seminars and other professional development capacity
building activities, for integration, magnet school startup and tribal contract
school aids, for American Indian success for the future grants, for the
Minnesota student organization foundation, for alternative teacher compensation
and for collaborative urban educator recruitment and training programs;
eliminating certain prior appropriations for education and employment
transitions program grants and for reading competency grants; setting the base
appropriations for youthworks programs and school evaluation services; repealing
certain provisions providing for the education and employment transitions
system, for the comprehensive youth apprenticeship program and for reading
intervention and a certain prior appropriation to the commissioner for
collaborative urban educator recruitment and training program grants ARTICLE 3
SPECIAL PROGRAMSReducing the program growth factor for special education revenue
determination purposes; modifying certain prior appropriations to the
commissioner of children, families and learning for special education and
special education excess cost, students with disabilities and teacher travel for
home based services aids and eliminating a certain prior appropriation for web
based interagency intervention plan costs ARTICLE 4 FACILITIES AND
TECHNOLOGYModifying certain standing appropriations to the commissioner of
children, families and learning for the payment of debt service equalization
aid; modifying certain provisions under the alternative facilities bonding and
levy program; reducing certain prior appropriations to the commissioner of
children, families and learning for health and safety, debt service and
alternative facilities bonding aids and for telecommunications access cost
revenue; repealing the alternative facilities aid after a certain date ARTICLE 5
NUTRITION; SCHOOL ACCOUNTING; AND OTHER PROGRAMSReducing a certain prior
appropriation to the commissioner of children, families and learning for school
lunch aid and modifying a certain prior appropriation for fast break to learning
grants ARTICLE 6 STATE AGENCIESEliminating the board of school administrators
and transferring supervisory personnel licensing authority and related powers
and duties to the board of teaching; modifying certain prior appropriations to
the commissioner of children, families and learning for department functions,
for the Perpich center for arts education and for the Minnesota state academies;
specifying certain term change and renumbering instructions to the revisor of
statutes; repealing the Minnesota academic excellence foundation ARTICLE 7
CHILDREN AND FAMILY SUPPORTModifying the authority of school districts to levy
for early childhood family education and the reserve account limit; eliminating
the requirement for unused MFIP (Minnesota family investment program) social
services child care money to be used for the basic sliding fee child care
program; reducing certain prior appropriations to the commissioner of children,
families and learning for ECFE and school age care aids, for MFIP child care and
transition year families assistance and for MFIP social services child care and
eliminating a certain prior appropriation for child care service grants;
repealing certain provisions relating to certain child care and services
programs and the way to grow school readiness program ARTICLE 8
PREVENTIONModifying the total community education levy formula; reducing certain
prior appropriations to the commissioner of children, families and learning for
community education aid, for after school enrichment grants and for department
of military affairs guard our youth programARTICLE 9 SELF SUFFICIENCYModifying
the state total adult basic education aid formula and the aid limit and
eliminating the requirement for the commissioner of children, families and
learning to establish procedures for conducting fiscal audits of adult basic
education programs; modifying eligibility for the graduation incentives program
and the counting of adult pupil units; reducing certain prior appropriations to
the commissioner for economic opportunity grants and for adult basic education
and graduation aids and eliminating a certain prior appropriation for adult
basic education audits; reducing the base for family assets for independence;
modifying the adult basic education aid formula for fiscal year 2004; repealing
the lead abatement program, adult high school graduation aid and a certain
provision providing for interim expansion for family day care licensure ARTICLE
10 LIBRARIESEliminating the base level funding for fiscal years 2004 and 2005
for regional library basic system support grants (ra)
