Relating to the organization, operation and financing of state government;
providing for the financing of transportation, public safety, criminal justice
and certain other agencies and activities, reducing certain prior
appropriationsARTICLE 1 TRANSPORTATION, PUBLIC SAFETY AND OTHER AGENCIES
APPROPRIATIONSAppropriating money to the commissioner of transportation (DOT)
for trunk highway construction and reducing appropriations for state roads and
general support; reducing appropriations to the metropolitan council for transit
operations; increasing motor vehicle certificate of title and title transfer
fees, requiring crediting of a certain amount to the motor vehicle transfer
account in the environmental fund; authorizing the issuance of state bonds for
highway construction; reducing appropriations to the commissioner of public
safety for law enforcement and community grantsARTICLE 2 CRIMINAL JUSTICE
APPROPRIATIONSReducing appropriations to the supreme court, to the court of
appeals, to the district courts, the department of human rights, to the
department of public safety for emergency management, for the fire marshal, for
the crime victims services center and for law enforcement and community grants
and to the board of peace officer standards and training (POST); increasing the
fees charged by the alcohol and gambling division of the department of public
safety to Indian tribal governments for investigations and background checks and
to manufacturers and distributors of gambling devices for background checks;
requiring certain fund transfers including an annual transfer of a certain
amount of money from the automobile theft prevention account to the general
fund; increasing the percentage of money allocated to the general fund from the
drivers license reinstatement fee and eliminating the allocation to the alcohol
impaired driver education account; requiring the state fire marshal to charge a
fee for each plan review involving flammable liquids, motor vehicle fuel
dispensing stations and liquefied petroleum gases; requiring deposit of a
certain amount of the fees charged to Indian tribal governments and gambling
equipment manufacturers and distributors for background checks in the general
fund; eliminating the criminal justice special projects account in the special
revenue fund and requiring the deposit of certain criminal surcharges in the
general fund (ra)
