Relating to airportsARTICLE 1 TRANSFER OF METROPOLITAN AIRPORTS COMMISSIONMaking
the metropolitan airports commission a division of the department of
transportation; providing for the expiration of the authority of the commission
to levy property taxes and expend funds; requiring the commission to cooperate
with the commissioner of employee relations (DOER) to resolve employee issues
relating to the conversion, employment rights not to be impaired; transferring
commission property and contracts to the state, the powers relating to the
acquisition of property including the right of eminent domain to the DOT and
bonding authority to the commissioner of finance; creating a metropolitan
airports fund for the deposit of certain receipts and providing for use of money
in the fund; making technical amendments to certain provisions governing MAC,
eliminating the commission treasurer position; specifying certain term and
headnote change and reference substitution instructions to the revisor of
statues; repealing certain provisions creating and providing for the powers of
the commission relating to bonding, construction work, budget preparation,
levying and noise mitigation ARTICLE 2 CONFORMING AMENDMENTS Making conforming
amendments to certain statutory provisions relating to ethics, the commissioner
of transportation (DOT) as a nonvoting member of the metropolitan airports
commission, proposed property tax notice (truth in taxation) requirements,
special taxing districts, the regulation of airports, aircraft registration,
metropolitan agencies and MAC officers and powers to reflect the termination of
the commission as a separate entity (ra)
