Relating to the organization, operation and financing of state government;
reducing appropriations for environment, natural resources and agriculture
purposes and providing a summary by fund of the reductions, providing certain
amounts of money from the solid waste fund; reducing appropriations to the
pollution control agency for water, air and land protection, for integrated
environmental programs and for administrative support, requiring the
cancellation of a certain prior appropriation for back pay under a certain
overtime settlement to the solid waste fund; reducing appropriations to the
offices of environmental assistance, to the zoological board, to the department
of natural resources for land and mineral resources, forest, parks and
recreation, trails and waterways and fish and wildlife management, for
ecological services, for enforcement and for operations support, providing
additional money for trails and waterways and ecological services; reducing
appropriations to the board of water and soil resources, to the
Minnesota-Wisconsin boundary area commission, to the science museum of
Minnesota, to the department of agriculture for protection services, for
agricultural marketing and development and for administrative and financial
assistance, specifying a total limit on ethanol producer payments; reducing
appropriations to the board of animal health, to the Minnesota horticulture
society, to the agricultural utilization research institute and for certain
Minnesota resources projects including outdoor recreation and regional and local
trail grants, the McQuade small craft harbor, the Gateway trail bridge and
certain state trail projects; cancelling certain prior appropriations from
certain funds to the general fund and providing for certain fund transfers;
imposing or modifying certain match requirements; reducing ethanol producer
payments and limits; eliminating DNR youth corps member incentive awards;
reducing the amount of money available for taconite mining grants; modifying the
required use of money received by counties for mixed municipal solid waste
processing costs, requiring use for certain programs; eliminating certain prior
appropriations to the commissioner of natural resources for the Red River and
Big Bog state recreation areas, for state park and recreation area acquisitions
and for grants to local law enforcement agencies for snowmobile enforcement
activities; restricting the use of a certain reduced appropriation to the board
of water and soil resources for natural resources block grants to local
government units; authorizing soil and water conservation districts receiving
reductions in cost share and general services allocations to choose to apply the
reductions to either cost share or general services allocations; reducing a
certain prior appropriation to the DNR for cost share grants to local
recreational shooting ranges for ranges development or rehabilitation purposes;
increasing certain water quality permit fees collected by the PCA; repealing the
Minnesota-Wisconsin boundary compact and commission, beaver damage control
grants, the Minnesota conservation corps, the citizens council on voyageurs
national park, certain duties of the board of water and soil resources relating
to the local water resources protection and management, the metropolitan water
management and groundwater education programs, the annual wetlands reporting
requirement of BOWSR and the DNR and certain rules governing local water
