E Modifying certain provisions regulating credit unions; defining certain terms;
exempting the addition of small groups to the field of membership from
commissioner of commerce amendment approval requirements, requiring credit union
notice to the commissioner of the additions for rejection opportunity purposes,
lack of rejection to be considered approval; authorizing credit unions to impose
service, finance and late charges, to recover costs and expenses and to acquire
or dispose of interests in loans other than self replenishing lines of credit;
authorizing state credit unions to exercise the powers and activities of federal
credit unions upon commissioner approval; clarifying certain requirements for
organizational membership and modifying certain requirements for group
application to the commissioner for formation of a credit union; making optional
the requirement for the commissioner to adopt application rules; authorizing
reimbursement to board or committee members for necessary expenses and the
provision of reasonable health, accident and similar insurance protection;
expanding the capital of credit unions to include member investment shares,
nonmember subordinated debt and member paid in capital; increasing the borrowing
limit of credit unions; authorizing the expulsion of members for cause (je, ja)
