Modifying certain K-12 and early childhood education provisions; +transferring
the responsibility for the lead abatement program from the +commissioner of
education to the commissioner of health; requiring school boards to +use
reserved revenue for staff development to promote and sustain results+ based
staff development programs under violence prevention education in +service
training requirements or for staff development plans; specifying the +purposes
of staff development, requiring school districts to implement +effective staff
development to enhance teaching quality and increase student +achievement
levels, requiring integration into district and site improvement +plans;
requiring school boards in collaboration with staff representatives +to
establish district advisory staff development committees to +development results
driven staff development plans; requiring school sites to develop +staff
development teams to evaluate staff development efforts at the site +level;
specifying certain staff development plan and activities +requirements,
requiring district and site plans and annual reports, specifying +certain report
content requirements; specifying school district revenue reservation
requirements and exemptions; modifying the formula for the +reservation of
revenue by school district members of area learning centers for +center program
costs; providing for the calculation of on line learning average +daily
membership for students enrolled in on line instructional programs in+ school
facilities; modifying the general education and transportation +revenue formulas
for charter schools; modifying certain graduation incentive program +enrollment
verification requirements, excluding compensatory revenue from the +reduction
requirement for part time students; modifying the formula for aid for
alternative programs provided under contract; establishing the +special
education excess cost aid formulas for fiscal years 2005 and later; +modifying
the general education revenue formula for charter schools; extending +the
availability of a certain prior appropriation to the commissioner of +education
for alternative teacher compensation and increasing a certain prior
appropriation for library basic system support grants and reducing an
