Relating to public administration, authorizing expenditures to acquire and
improve public land and buildings and other public improvements of a capital
nature with certain conditions ARTICLE 1 Providing a summary of appropriations
to certain departments and agencies; appropriating money to the board of regents
of the university of Minnesota for higher education asset preservation and
replacement, for construction of a containment greenhouse on the St. Paul
campus, for a new laboratory science building on the Duluth campus, for
renovation of Nicholson hall, for replacement of Bede hall on the Crookston
campus and for classroom improvements, to the board of trustees of the Minnesota
state colleges and universities (MnSCU) for HEAPR, for renovation of the science
building at Normandale community collage, for certain improvements at the
Minneapolis community college, for a library and information access center at
the Metro state university St. Paul campus, for a new classroom and computer lab
building at Alexandria technical college, for a new science building at Winona
state university, for a science laboratory and auditorium addition to Hagen hall
at Moorhead state university, for a new science laboratory and auditorium
addition to Hagen Hall and for systemwide science lab renovations, to the
commissioner of administration for certain improvements at the Perpich center
for arts education and at the Minnesota state academies for the deaf and blind,
to the commissioner of children, families and learning for a grant to the Red
Lake school district for certain capital improvements, to the commissioner of
natural resources (DNR) for certain improvements at state parks and recreation
areas, for field office renovations and improvements, for statewide asset
preservation, for construction of service facilities at Grand Marais and Thief
River Falls, for Americans with disabilities act compliance projects, for fish
hatchery and dam improvements, for reforestation and forest road and bridge
projects, for metro greenways and scientific and natural areas acquisition and
development, for reinvest in Minnesota (RIM) wildlife management areas, for
stream protection and restoration, for water access acquisition and betterment,
for fishing piers, for acquisition and development of state trails and
fisheries, for the sealing of inactive wells on state owned land, for state park
and forest land acquisitions, for acquisition of prairie bank easements, for the
flood hazard mitigation grant program and for a grant to the metropolitan
council to renovate and improve metro regional parks, to the office of
environmental assistance for the solid waste capital assistance grants program,
to the pollution control agency (PCA) for the closed landfill program, to the
board of water and soil resources (BOWSR) for the acquisition of conservation
easements, to the rural finance authority (RFA) for loans to farmers, to the
Minnesota zoological gardens for capital asset preservation improvements and for
construction of the Asia trail, to the commissioner of administration for
capital asset preservation and replacement (CAPRA), for state agency
relocations, for exterior improvements to the MnDOT (department of
transportation) building, for construction of a joint laboratory facility for
the departments of health and agriculture, for capitol complex electrical system
infrastructure, for renovation of the residence of the governor and for the
capital area architectural and planning board (CAAPB) for certain improvements
to the capitol building, to the amateur sports commission for a sport event
center in Blaine, to the commissioner of finance for the department of commerce
energy conservation investment loan program, to the adjutant general for asset
preservation, life safety and ADA improvements, to the commissioner of
administration for improvements at human services and correctional facilities
and state regional treatment centers, to the veterans homes board for asset
preservation and for certain improvements at the Hastings, Silver Bay and
Luverne veterans homes, to the commissioner of trade and economic development
for the redevelopment account, to the public facilities authority for water
pollution control federal matching grants and for the wastewater infrastructure
funding program, to the housing finance agency (HFA) for supportive housing for
veterans and single adults in Minneapolis, to the Minnesota historical society
for historic site improvements, to the commissioner of transportation (DOT) for
the northstar corridor rail project, for local bridge replacement and
rehabilitation and for certain trunk highway projects, to the metropolitan
council for the northwest metro busway and the Snelling bus garage and for the
livable communities grant program and to the commissioner of finance for bond
sale expenses; reducing the amount of money to be transferred from the general
fund to the state bond fund for the payment of principal and interest on
outstanding state general obligation bonds; authorizing the issuance of state
bonds for the authorized projects; cancelling or reducing certain prior
appropriations to the commissioners of children, families and learning, natural
resources, administration, transportation and trade and economic development and
to the Minnesota historical society for certain projects including the Wabasha
bald eagle center and the Guthrie theatre; expanding certain building
maintenance budget requirements and clarifying the bond proceeds expenditures
reporting requirement of the commissioner of finance; authorizing the use of a
certain percentage of capital asset preservation and replacement accounts for
design costs for eligible projects in anticipation of future construction
appropriations; expanding the criteria for commissioner evaluation of local
government unit requests for state project grants; creating greater Minnesota
redevelopment accounts in the general and bond proceeds funds and specifying
criteria for use and project eligibility and development authority grant
application and DTED grant distribution requirements, establishing the greater
Minnesota redevelopment advisory board, specifying certain membership
representation requirements and duties; reducing a certain prior appropriation
to the public facilities authority from the general fund for the wastewater
infrastructure funding program and clarifying the source of a certain prior
appropriation to the authority for the clean water partnership loan program;
repealing the DTED redevelopment grant program ARTICLE 2 TECHNICAL CORRECTIONS
