of prescriptions for contact lenses after completing the eye examination;
regulating the prescription expiration date; specifying certain optometrist or
physician prescription verification requirements for contact lenses dispensing
purposes, certain recordkeeping requirements and certain prohibited practices of
optometrists, physicians or contact lens retailers; requiring optometrists or
physicians determining a contraindication for contact lenses to inform the
patient of the contraindication and document the contraindication in patient
records; prohibiting waivers of liability; noncompliance with the requirements
to be grounds for disciplinary action by the boards of optometry or medical
