county human services and public health clients to spend public funds for the
benefit of the clients without complying with certain requirements relating to
the payment of claims; requiring county board development of internal accounting
and administrative control procedures to ensure proper disbursement of the
funds, requiring the procedures to include county owned demand deposit accounts
