4E Providing a funding process for a new university of Minnesota
football
stadium on the east bank campus of the university in the city of
Minneapolis; transferring land in Dakota county from the university of Minnesota
to the department of natural resources (DNR), permitting university of Minnesota
use of land and specifying prohibited uses, specifying termination of university
of Minnesota land use restrictions in event of state failure to make total
payments to the university of Minnesota; requiring the DNR in cooperation with
the board of regents of the university of Minnesota to submit short and long
term programmatic plans assessment for land development to the governor and
legislature by a certain date, specifying assessment content requirements,
requiring the board to annually report to the legislature on department of
defense land contamination remedy efforts, requiring the DNR in consultation
with the pollution control agency (PCA) to report to the legislature on agency
pollution remediation responsibility, requiring the DNR in cooperation with the
board to report to the governor and legislature on implementation and
recommendations for changes; granting certain authority to the board of regents,
requiring the board to ensure the use of American made steel in construction of
the stadium; specifying certain conditions to be met before payment to the
university by the commissioner of finance, specifying a pledge, gift,
sponsorship, and nonstate general fund revenue minimum support for stadium
construction prior to first payment, requiring the state upon certification to
annually transfer to the board up to a certain amount for stadium construction
costs reimbursement, specifying a bonding limit; requiring board certification
of fixed level student fees contribution coterminous with board issued bonds;
requiring the board of regents to provide public use of stadium; specifying
certain environmental review requirements of the stadium project, conditioning
annual payment to board upon stadium project environmental review; restricting
full faith and credit requirements by the state for state bonds and other
obligations issued by the university; specifying certain mitigation fund
requirements; providing for a neighborhood impact report assessing the impact of
the university on the surrounding community; prohibiting the board from
acquiring a certain building by eminent domain; exempting from the sales tax
materials, supplies or equipment used in the construction of the stadium;
allocating a taconite tax percentage to be paid to the city of Eveleth to
support the hockey hall of fame, specifying conditions and tax duration;
authorizing the commissioner of public safety to issue an on-sale intoxicating
liquor license to the board for events at spectator suites and clubs in the
football stadium; authorizing termination of the lease between the board of
regents and the metropolitan sports facilities commission requiring the football
team to play home games in the metrodome until a certain date upon completion of
the stadium
