E Providing for the financing of higher education and related purposes ARTICLE 1
APPROPRIATIONSAppropriating money to the higher education services office for
state grants, for interstate tuition reciprocity, for state work study, for
Minitex and MnLINK, for the learning network, for income contingent loans for
certain medical school graduates, for Edvest and for the Minnesota minority
education partnership for outreach services to historically underserved groups,
to the board of trustees of the Minnesota state colleges and universities for a
grant to Alexandria technical college for the science, technology and
engineering preview summer camp for girls for educational and research programs
at the central lakes agricultural center, for the leveraged equipment program,
for course or curriculum redesign, for the Arrowhead university center, for
Northwest technical college programs on the Red Lake, Leech Lake and White Earth
Indian reservations, for the talented youth math program at Minnesota state
university Mankato and for regional technology and data centers, to the board of
regents of the university Minnesota for course or curriculum redesign, for the
academic health center, for technology infrastructure and investments, for
primary care education initiatives, for the agricultural experiment station and
Minnesota extension service, for the rural physicians associates and talented
youth mathematics programs, for the veterinary diagnostic laboratory and
biomedical engineering center, for the geological survey, for the natural
resources research institute (NRRI), for the center for urban and regional
affairs, for the Bell museum of natural history and for the Humphrey exhibit and
to the Mayo medical foundation for the medical school and for certain family
practice and graduate residency programs; providing additional fiscal year 2001
appropriations to HESO for a rewrite of the state grant program, to MnSCU and
the to the board of regents; requiring certain HESO recommendations to the
legislature relating to potential uses of federal Pell grant savings, creation
of a state merit scholarship program and reducing the cost of reciprocity
agreements; increasing the base appropriation for MnSCU and delaying the
development of doctoral level programs or degrees; requiring and providing for
the MnSCU board to implement the Minnesota transfer curriculum; requiring
technical and consolidated colleges use of instructional advisory committees;
providing for technical program development grants; requiring the university of
Minnesota to maintain an experiment station advisory council system; providing
for accountability of the state colleges and universities and the university of
Minnesota, specifying certain learning quality and productivity improvement plan
requirements; authorizing certain fund transfers and requiring certain reports
to the legislature ARTICLE 2 RELATED PROVISIONSExpanding appropriations for
certain post-secondary educational institution enrollments under state
appropriations for instructional expenditures to certain persons from outside
the state continuously employed full time in the state; providing for the
payment of development education costs; making optional the administration fee
under the senior citizen higher education program; reducing the assigned family
cost responsibility for independent students, modifying the cost of attendance
and the use of Pell grant savings and expanding eligibility for state grant
purposes and increasing the maximum child care grant; authorizing the board of
trustees of the Minnesota state colleges and universities (MnSCU) to accept
gifts of and enter into agreements to acquire facilities determined to be for
the good and benefit of the state colleges and universities and authorizing and
providing for the board to convey or lease real property for a certain number of
years; providing for tuition refunds for certain students entering military
service; requiring the department of children, families and learning to submit
to the legislature by a certain date a plan to reduce the need for developmental
education in higher education, specifying certain consultation requirements;
repealing a certain provision providing for remedial instruction and for a high
