E Relating to public finance; authorizing lake improvement districts with county
board or joint county authority approval to exercise city powers relating to
special assessments and waterworks systems to finance improvements; requiring
bonds issued for bridges to be county general obligations; providing for
flexibility in ballot questions relating to the issuance of bonds; clarifying
the provision providing for state guarantee of county building debt; modifying
hospital board membership requirements; authorizing county boards to lease
hospital grounds and buildings to nonprofit or governmental hospital
organizations; eliminating the requirement for voter approval of county board
purchase, construction or remodeling of hospital buildings, subjecting the
question of financing to certain requirements relating to public debt;
authorizing county appropriations for noncounty public or nonprofit hospitals
and clarifying certain borrowing and leasing authority; authorizing Hennepin
county to appropriate funds and issue bonds for multijurisdictional program
activities, restrictions; clarifying the use of revolving funds established by
cities for waterworks or sewer system improvements; authorizing the metropolitan
council to issue obligations for capital expenditures under the regional transit
master plan and transit capital improvement program, limit; updating and
modifying certain bonding authority allocation provisions; expanding the
definition of small issue pool to include student loan bonds issued by or on
behalf of the higher education services office to the definition of small issue
pool and removing the bonds from the definition of public facilities pool;
expanding the definition of public facilities project to facilities owned by
nonprofit organizations and used for district heating or cooling; increasing the
allocation amounts; eliminating the authority of entitlement issuers to use
allocations for public facilities bonds; requiring submission to the housing
finance agency of certain information relating to the use of mortgage revenue
bond and credit certificate proceeds; clarifying the application fee payment
requirement of entitlement issuers; modifying the entitlement allocation
deduction requirement; requiring commissioner of finance posting on the
department web site of entitlement allocation amounts in lieu of issuer notice;
expanding the scoring system to enterprise zone facility projects and modifying
the total score formula, providing points for projects located in incorporated
or planned urban growth areas and for certain brownfield projects and projects
with favorable environmental citizenship; modifying project eligibility for
residential rental bond proceeds use and restricting the 15-year agreement
requirement to rent or income restricted units; modifying and clarifying certain
application requirements for manufacturing, housing, public facilities and
unified pool allocations and modifying certain housing, small issue, public
facilities and unified pool allocation requirements; reducing the public
facilities pool reservation requirement; removing the exemptions for the HFA and
the rural finance authority (RFA) from certain allocation return and refund
deposit requirements; exempting HESO from the 120-day issuance requirements and
authorizing a student loan bonds carryforward; providing for the issuance of
remaining unified pool bonding authority as mortgage bonds for single family
housing programs for certain cities, specifying certain duties of the HFA and
clarifying the carryforward requirement; requiring entitlement issuers to notify
the department of finance of allocations from current year entitlement or
carryforward authority; modifying the deadline for notice to the department of
the issuance of obligations, cancelling allocations and allocating bonding
authority to the HFA for failure to comply; exempting the HFA from the
carryforward notice requirement for the carryforward of unallocated unified pool
balances; modifying the formula for public issue installments; granting the
Scott and Carver county housing and redevelopment authorities economic
development authority (EDA) powers and authorizing the counties to offer to the
HRAs nonconservation tax-forfeited land before making the properties available
to cities in the counties; authorizing the Chisago lakes joint sewage treatment
commission to own and operate wastewater treatment facilities for members;
authorizing and providing for the Hassan township board of supervisors to
establish an economic development authority; repealing the expiration of the
county capital improvement bond program (mk, ja)
