ARTICLE 1 - SUMMARY

Providing a summary of appropriations

ARTICLE 2 - HUMAN
SERVICES

Appropriating money to the commissioner of human services for children
and economic assistance grants, for grants to counties for child support
enforcement programs, for children and community services grants, for grants to
counties and tribes affected by reductions in targeted case management federal
Medicaid revenue, for other children and economic assistance grants, for
children and economic assistance management, administration and operations, for
continuing care grants to reimburse the costs of nursing facility sprinkler
systems and for state operated services for a grant to Advocating Change
Together (ACT) for the remembering with dignity project, to the commissioner of
health for the window replacement program and pandemic influenza preparedness,
to the veterans nursing homes board for repair, maintenance, rehabilitation and
betterment activities a veterans home facilities statewide; providing for the
sunset of uncodified language; creating a window replacement program to assist
property owners in the cost of replacing lead painted windows, specifying
eligibility and providing for loans; authorizing nursing facilities rate
increases for complying with certain federal certification standards or codes;
requiring the commissioner of human services to use reimbursements to calculate
an average per patient day increase for eligible nursing facilities; providing
for the expungement or the storing off line of food support benefits under
certain conditions; modifying food support recipients reporting requirements to
the commissioner of human services; simplifying application procedures for
certain citizens applying to the Minnesota food support program

Appropriating money to the
pollution control agency (PCA) for grants to convert diesel emission systems in
school buses and for a grant to the Koochiching economic development authority
for a feasibility study for a plasma torch gasification facility to convert
municipal solid waste to energy and slag, to the commissioner of natural
resources (DNR) for addressing surface and groundwater issues related to the
development and expansion of ethanol production, for lands records management
system, for a grant to the forest resources council, to develop and implement a
statewide information and education campaign on the proposed statewide ban on
the transport storage or use of nonapproved firewood on state land, for fencing
cattle feeding areas in bovine tuberculosis control zones, for a grant to the
international wolf center for building renovations, for a grant to the natural
resources institute for silvicultural research to improve timber fiber, for
grants to cities, counties, townships, park districts and park and recreation
boards in cities of the first class cities for the identification and
replacement of dead shade trees, for a grant to the city of Wabasha for
programming at the national bald eagle center, for a grant to the wildlife
rehabilitation center to retire loans for the facility in Roseville and for a
grant to the conservation corps for learning stipends for deaf students and

ARTICLE 4 - CLEAN WATER LEGACY

Appropriating money to
the pollution control agency (PCA) for statewide assessments of surface water
quality and trends including monitoring endocrine disruptors contained in waters
of the state and to develop total maximum daily load (TMDL) implementation
plans, to the commissioner of natural resources (DNR) for statewide assessments
of surface water quality and trends and to develop total maximum daily load
(TMDL) implementation plans and for nonpoint and point restoration programs to
address impaired waters, to the board of water and soil resources (BOWSR) for
targeted nonpoint restoration cost share and incentive payments and technical,
compliance and engineering assistance, for reporting and evaluating applied soil
and water conservation practices, for grants to counties to implement county
individual sewage treatment system (ISTS) programs, for grants to support local
nonpoint source protection activities related to lake and river protection and
management and for grants to address imminent threat and failing ISTS and to the
commissioner of agriculture for research, evaluation and effectiveness
monitoring of agricultural practices in restoring impaired waters, for
management and coordination activities contributing to restoring impaired waters
and for the agricultural best management practices loan program

ECONOMIC DEVELOPMENT

Appropriating money to the commissioner of employment and
economic development (DEED) for the Minnesota minerals 21st century fund, for
the collaborative research partnership between the university of Minnesota and
the Mayo foundation for biotechnology and medical genomics research, for a grant
to the Walker Area Community Center, Inc., for a grant to Le Sueur county for
the cost of cleaning debris from lakes, to the public facilities authority for a
grant to the Upper Sioux community to improve the current water system, to the
board of regents of the university of Minnesota for the neighborhood alliance,
to Minnesota Technology, Inc. for the small business growth acceleration
program, to the urban challenge grant program for a grant to the neighborhood
development center for minority enterprise retention at the global market, for
the urban initiative program and for a grant to the metropolitan economic
development association for continuing minority business development program in
the metropolitan area and for contract procurement support to businesses and for
a grant to the city Inver Grove Heights to reduce debt on the veterans memorial
community center, to the housing finance agency (HFA) for the challenge program,
the housing trust fund, the affordable rental investment fund, the housing
rehabilitation and accessibility fund, for home ownership education, counseling
and training and for capacity building grants, to Explore Minnesota tourism for
a grant to the Minnesota film and television board for the snowbate program, to
the Minnesota historical society for expenses incurred by the sesquicentennial
commission and for a grant to the Nicollet county historical society for
renovation of the center exhibit gallery at the treaty site history center in
St. Peter, to the humanities commission for lifelong learning programs, to the
commissioner of finance for a grant to the city of St. Paul for the RiverCentre
parking ramp, establishing the small business growth acceleration program under
Minnesota Technology, Inc. to provide assistance to certain qualified
manufacturing companies in implementing technology and business improvements and
in controlling standard market pricing for technology and business improvements;
modifying funding provisions relating to the runaway and homeless youth act;
authorizing the HFA to provide grants for the operating cost of public housing;
providing for the university of Minnesota to assist in the formation of the
university of Minnesota Minneapolis area neighborhood alliance, providing for
alliance functions and projects, requiring a report to the legislature by a
certain date, sunset provision

ARTICLE 6 - PUBLIC
SAFETY

Appropriating money to the commissioner of public safety for criminal
apprehension to develop an electronic system known as e-Charging to prepare and
transmit charging documents between law enforcement agencies, prosecution
offices and courts, to the office of justice programs for grants to counties for
defibrillators purchase, for a grant to the city of St. Paul to implement an
integrated domestic violence response framework, for children at risk, for legal
advocacy for trafficking victims, for homeless outreach and for the Hennepin
county violent offender task force, to the commissioner of corrections for the
demonstration project for high risk adults; requiring the commissioner of public
safety to establish a grant program to connect people experiencing homelessness
to housing and services for purposes of reducing recidivism and promoting
communities, specifying grant recipients, providing for project design and
requiring annual reports to the commissioner; requiring the commissioner of
corrections to establish a high risk adult demonstration project to apply best
practices to improve and promote the recovery and success of high risk adults
frequently using costly public services; specifying scope and eligibility of
certain high risk adults with substance abuse, mental illness, chronic
unemployment, incarceration and homelessness histories; specifying enrollment,
payment, reporting and independent evaluation requirements

TRANSPORTATION

Appropriating money to the commissioner of transportation (DOT)
for the town road sign replacement program and for a grant to the St. Louis and
Lake county regional rail authority for the North Shore express intercity rail
initiative

ARTICLE 8 - STATE GOVERNMENT

Appropriating money to the
legislature for improvements to information technology systems for the senate
and to the legislative coordinating commission (LCC) for the revisor of statutes
to complete development of and implementation of the administrative rulemaking
component of the XTEND bill drafting system, to the secretary of state to
implement new absentee voting procedures, to the commissioner of administration
to design the restoration and expansion of the state capitol and for
administrative management services for a targeted group business disparity
study, for grants to noncommercial television stations and public radio to
assist with the continued conversion to a digital broadcast and for the senate
to convert to a digital broadcast signal, to the commissioner of veterans
affairs for a grant to Washington county for capital improvements detailed in
the approved planned unit development for the disabled veterans rest camp to
provide increased capacity, amenities, access and safety for Minnesota veterans,
to the office of enterprise technology for select small infrastructure projects,
to the capitol area architectural and planning (CAAP) board, to the commissioner
of employee relations for a grant to the university of Minnesota department of
health informatics to evaluate the use and impact of personal health records on
employees of the Minnesota state colleges and universities (MnSCU), to the
Indian affairs council to acquire an Indian burial site in Becker county,
simplifying the process of voting by absentee ballot; expanding eligibility and
certain ballot delivery requirements; providing for delivery of absentee ballots
to an agent of certain persons and return of ballots by an agent; providing for
ongoing delivery of absentee ballots on request without application under
certain conditions; expanding time for agent delivery of absentee ballots;
modifying certain requirements for previously registered voters absentee
ballots; authorizing the secretary of state to adopt rules
