Relating to capital improvementsARTICLE 1 � APPROPRIATIONS AND RELATED
LANGUAGERelating to public administration, authorizing expenditures to +acquire
and improve public land and buildings and other public improvements of a
+capital nature with certain conditions; providing a summary of appropriations+
to certain departments and agencies; appropriating money to the board of+
regents of the university of Minnesota for higher education asset +preservation
and replacement and for renovation of the life science building on the +Duluth
campus and of Kolthoff hall and the education sciences building on +the
Minneapolis campus, to the board of trustees of the Minnesota state +colleges
and universities for HEAPR and for certain improvements at Winona, +Moorhead
and St. Cloud state universities, Century community and technical +college and
St. Cloud and South Central technical colleges, for systemwide +science lab and
workforce training classroom renovations and for obsolete building +demolitions,
to the commissioner of administration for campus asset preservation,+ for Beta

arts education, to the commissioner of education for a grant to +independent
school district #709, Duluth for construction of an addition to the +Grant
magnet school, for a capital loan to independent school district +#38, Red

district for the acquisition of certain land, to the commissioner of
administration for asset preservation at the state academies for the +deaf and

maintenance garage and for street repairs and to Hennepin county for

commissioner of finance for bond sale expenses; specifying certain +bond sale

requirements; reducing a certain prior limit on the transfer of funds+ from the
general fund to the state bond fund; authorizing the sale of state +bonds;
modifying the definition of maximum current cash flow requirement for
certificates of indebtness purposes; renaming the greater Minnesota
redevelopment accounts the Minnesota development accounts for +statewide
application purposes and expanding the definition of development +authority;
modifying the authorized uses of a certain prior appropriation to the
metropolitan council for the northwest busway; exempting the +Minnesota
zoological garden from the requirement to pay debt service costs on +bonds sold

BOND AUTHORIZATIONSAdjusting and validating the amounts of certain prior general
