3E Prescribing criminal penalties for certain activities relating to dog or bird
fighting; declaring animals trained for fighting as dangerous weapons and an
immediate danger to human safety, authorizing peace or animal control officers
to remove, shelter and care for animals found in the prohibited circumstances,
requiring notice to the owners; providing for disposition of animals taken into
custody, specifying certain notice requirements and providing for a hearing at
request of the owner; imposing certain costs liability on persons claiming an
interest in the animals
