Providing a process for the location, construction, financing and long term use
of a new national football league stadium in the city of Blaine in Anoka county
to be financed as a public private partnership between the state, Anoka county,
surrounding communities, the Minnesota Vikings and other supporting interests;
establishing the Anoka county-Blaine stadium authority, providing for
membership, organization and administration; requiring authority appointment of
an executive director; enumerating the powers of the authority and exempting
authority property from ad valorem taxation; authorizing the city of Blaine to
issue intoxicating liquor licenses for the stadium; authorizing the authority to
issue bonds and to impose sales and use taxes in the stadium district for bond
payment purposes; authorizing authority establishment of a condominium or common
interest community (CIC); requiring the authority and the Minnesota Vikings to
jointly select a construction manager and specifying certain duties of the
manager; providing for the issuance of bonds by resolution, prescribing the
procedure and specifying certain limits; requiring and providing for authority
negotiation of a development and financing agreement with the county, the city
and the Vikings and use agreements with the Vikings and the national football
league; authorizing Anoka county to impose certain sales taxes and parking
surcharges for stadium financing purposes; requiring the authority to ensure
compliance with environmental requirements imposed by appropriate regulatory
agencies for sports facilities; exempting sales in the stadium district and
materials and supplies used in the construction of the stadium from the general
sales tax
