E Modifying certain education programs and funding provisions ARTICLE 1 �
GENERAL EDUCATIONEliminating a certain annual reporting requirement of school
+superintendents; correcting the title of a certain manual for use in recording
+expenditures for extra curricular (extracurricular) activities; modifying the
formula +for debt service equalization aid, providing for tiers; requiring and
+providing for school district maintenance and reporting of general fund
+expenditures by building, specifying certain reporting requirements of the
+commissioner of education; modifying the school district budget approval
process; +removing the exclusion of capital expenditure funds from the
definition of +reorganization operating debt; modifying the general education
revenue formula for +charter schools relating to extended time revenue and
transition revenue; +providing for the payment of compensatory revenue after
certain changes in +alternative program contracts to the appropriate district;
authorizing +commissioner withholding of state aid for school district failure
to submit +audited financial data; expanding revenue for children of divorced
parents to+ children of legally separated parents relating to joint physical

studies; providing for waiver of rigorous +course of study requirements under
certain conditions; providing for the +identification of gifted and talented
students; classifying school performance +report cards and yearly progress data
as nonpublic before posting on the +department of education web site; defining
or redefining certain terms under the +limited English proficiency (LEP) program
and modifying the general +requirements for the programs; specifying certain
academic standards deposit and +maintenance requirements; specifying certain
commissioner of education rule +adoption requirements and certain term and
phrase change instructions to the +revisor of statutes ARTICLE 3 � SPECIAL
PROGRAMSRequiring independent education plans (IEP) for students with
+disabilities enrolled in on line learning courses or programs to be adapted to
+reflect the on line learning option; expanding and modifying the interagency
+intervention service system for special education purposes and modifying the
+membership of the state interagency committee; expanding the special
instruction +for children with a disability requirement to students suspended or
expelled from +school for more than a few days; delaying the deadline for the
commissioner of +education to adopt rules relating to the hearing process
ARTICLE 4 � LIBRARIESRequiring the commissioner of education to appoint a
temporary +advisory committee to advise the staff of the Minnesota library for
the blind +and physically handicapped on long range planning and library
services; +increasing the monetary limit for library accessibility grants
