E Relating to transportation; prohibiting the accrual of statewide indirect cost
liabilities to the highway user tax distribution fund, trunk highway, county
state aid highway, municipal state aid street or multimodal transportation
funds; authorizing the payment of trunk highway bonds and interest from any
money source in the state bond fund trunk highway bond account; restricting
expenditures from the transit assistance fund to operating assistance; creating
a multimodal transportation fund to be used for metropolitan transit and
statewide surface transportation purposes, creating a transit account within the
fund to be available to the metropolitan council for transit capital, operating
and associated development purposes and a statewide surface transportation
account to be available to the commissioner of transportation (DOT) to augment
existing funds appropriated for surface transportation purposes including trunk
highway construction, nonmetropolitan transit and commuter rail, requiring money
in the fund to be invested by the state board of investment and providing for
use; increasing the gasoline and special fuels tax rates, requiring annual
commissioner of revenue inflation adjustments, requiring crediting of the
adjustments to the bond proceeds account in the trunk highway fund; modifying
the allocation of proceeds from the sales tax on motor vehicles, requiring the
crediting of certain percentages to the transit assistance and multimodal
transportation funds and reducing the allocation to the general fund; proposing
an amendment to the Minnesota constitution, article XIV to require dedication of
proceeds from the motor vehicle sales tax to highway and transit purposes;
appropriating money to the commissioner of transportation and authorizing the
issuance of state bonds for reconstruction and replacement of key bridges on the
state trunk highway system, for construction, improvement and maintenance of the
interregional corridor system, for improvement of highways classified as
bottlenecks and for the acquisition of properties to locate, construct,
reconstruct, improve and maintain the trunk highway system; repealing certain
fund distribution requirements and eligible services under the transit
assistance program (mk, ja)
