creating the Minnesota school employee insurance board as a public corporation
to create and administer the program, specifying certain membership requirements
and certain duties of the board relating to the design and nature of the plan,

legislature by a certain date on the final design for the health plan platforms
and on governance requirements for the board, specifying certain report content
requirements; requiring periodic reports by the board to the commissioner of
commerce and the legislature summarizing and evaluating the performance of the
program; requiring the legislative auditor to conduct a study by a certain date
to determine the impact of the cash in lieu provisions on the public employees
retirement system (PERA) and the teachers retirement association (TRA) and
report to the legislature by a certain date; appropriating money to commissioner
of commerce for start up and operational costs
