Requiring the director of the state lottery to establish and operate a state run
gaming facility to be located in the metropolitan area, authorizing the director
to solicit bids from interested cities for location purposes, authorizing a city
opt out and a director contract with a facilities manager; requiring a director
contract on behalf of the state to construct and divide net profits from the
gaming facility with tribal governments choosing by a certain date to be a party
to the contract, agreement to have no legal effect on existing tribal-state
gaming compacts, specifying certain agreement content requirements; providing
for operation of the facility, requiring the director to establish standards for
management or service contracts; requiring the director to negotiate contracts
with the city and county of facility location for reimbursement for facility
services costs, authorizing negotiation of a fixed payment in lieu of property
taxes; providing for facility employees and regulating games and prizes,
prohibiting play by minors; prohibiting certain conflicts of interest; requiring
the director to deposit in the state treasury proceeds in lieu of sales tax from
gaming conducted at the facility after payment of expenses; granting the state
and tribal governments immunity from civil liability resulting from activities,
exceptions; excluding the facility from certain provisions relating to actions
for recovery of money lost due to gambling and from certain gambling crime
