E Relating to housing; excepting certain home rule charter cities from certain
first class city zoning ordinance amendments comprehensive municipal plan
conformity requirements; authorizing housing finance agency rehabilitation loans
in excess of the market value, specifying a certain percentage limit; expanding
the authority of the HFA to make loans financed with proceeds of mortgage bonds
in the metropolitan area to new housing attempting to meet certain affordable
housing goals and to provide set asides or mortgage bond proceeds for use by
builders or developers for loans to eligible purchasers for new housing;
modifying certain provisions under the rent assistance for family stabilization
demonstration project; eliminating the use of the community rehabilitation fund
account for gap financing of multifamily housing; authorizing the HFA to create
a consumer owned housing revolving account to assist in paying delinquent
mortgage payments for persons participating in a certain federal homeownership
program for persons with disabilities; modifying the low income housing tax
credits allocation procedure, authorizing city or county apportionment of tax
credits received to the HFA for projects located within the jurisdiction of the
city or county; authorizing HFA equity take out loans to certain owners of
federally subsidized housing under certain conditions; requiring the HFA to
annually report to the legislature on rehabilitation loans; repealing a certain
requirement for the HFA to encourage loans for existing or new housing in
nonmetropolitan areas of the state (ra, ja)
