2E Modifying certain automobile insurance verification requirements; specifying
certain mandatory information reporting requirements of insurance companies or
self insurance administrators; requiring the commissioner of public safety to
impose a surcharge on motor vehicle registration taxes for crediting by the
commissioner of finance to a vehicle insurance verification special revenue
account to be used by the commissioner of public safety to administer the
vehicle insurance verification program; specifying certain vehicle owner
information provision requirements under the program; requiring the commissioner
to contract with an agent to create and administer the program to verify
compliance with security requirements under the no-fault automobile insurance
program, specifying certain duties of the agent and the commissioner, requiring
the establishment of a vehicle insurance and registration database; providing
for notices of noncompliance; restricting the disclosure of information in the
database, imposing a penalty for violation; insurer and state and department
nonliability provisions; requiring the commissioner to reinstate drivers
licenses suspended under the sampling program without proof of insurance or
payment of a reinstatement fee, the dismissal of related charges, complaints and
citations and the purging of related drivers records; requiring a commissioner
report to the legislature by a certain date relating to the operation of the
vehicle insurance verification program; repealing the sampling program
