Appropriating money for environment and natural resources purposes

ARTICLE 1 -
ENVIRONMENT AND NATURAL RESOURCES APPROPRIATIONS

Appropriating money to the
pollution control agency (PCA) for the clean water partnership program,
community technical assistance and education, individual sewage treatment system
(ISTS) administration and grants, surface water quality and trends assessments,
clean water legacy implementation, total maximum daily loads (TMDL) development,
economic sectors development regulation such as ethanol and mining, air
monitoring, the leaking underground storage tank program, health assessments,
drinking water, environmental assistance, county SCORE block grants, alternative
fuel use promotion, pollutant emission and greenhouse gases reduction, to the
commissioners of the PCA and department of agriculture for environmental
response and liability, to the department of natural resources (DNR) for land
and mineral resources management, iron ore cooperative research, minerals
cooperative environment research, accelerated land sales, leasing and exchanges,
state administered mineral resources management, the land records management
system, water resources management, the Red river mediation agreement, the
Mississippi headwaters board and the Leech lake band of Chippewa Indians for the
upper Mississippi comprehensive plan, ring dike construction, surface and
groundwater issues relating to ethanol production, impaired waters
identification, forest management, the sustainable forest resources act
implementation, FORIST timber management information system, ecological
classification systems (ECS) standards, firewood regulation education, parks and
recreation and trails and waterways and fish and wildlife management, off
highway vehicle grants in aid, state trail operations, water access sites,
fishing contest permits, domestic animal disease and invasive species spreading
prevention, grassland and wetland complexes preservation, ecological services,
nongame management, boat and water safety, snowmobile enforcement, off highway
motorcycle education and the Como zoo and conservatory and the Duluth zoo, to
the board of soil and water resources (BOWSR) for local government natural
resources block grants, soil and water conservation districts, Red river basin
commission, Area II Minnesota river basin projects, clean water legacy and
wetland conservation act implementation, a comprehensive state wetland
restoration plan, drainage work group recommendations implementation, to the
metropolitan council for regional parks and trails maintenance and operations,
to the Minnesota conservation corps and to the legislative citizen commission on
Minnesota resources for environmental protection fund programs

ARTICLE 2 -
ENVIRONMENT AND NATURAL RESOURCES POLICY

Providing for the crediting of certain
money received from gifts, grants,
reimbursement or appropriation to the natural
resources fund; allowing the commissioner of natural resources (DNR) to sell
forest resource assessment products; removing the requirement for unused
balances to be transferred by a certain date to the off highway vehicle and
damage account; establishing an off highway vehicles safety and conservation
program, authorizing the commissioner to enter into informal agreements for
volunteer services, prohibiting worker displacement; expanding the use of the
all terrain vehicle (ATV) account for maintenance purposes; creating the
invasive species account for deposit of surcharges of certain watercraft
licenses and trailers for management of invasive species purposes; adding
surcharges for certain watercraft, watercraft dealers licenses, specifying
certain use and deposit requirements; clarifying use of certain license revenues
requirements by the commissioner of natural resources; adding a surcharge for
certain nonresident fishing licenses; modifying permit requirements for fishing
contests, imposing a fee for permits to conduct a fishing contest, authorizing
the commissioner to establish contest permit fees; modifying trailer and towed
recreational vehicle registration taxes, imposing a surcharge, specifying
deposit of proceeds requirements; modifying percentage of gasoline use
attributable to all-terrain vehicles; specifying a new deadline for the
continuous trail designation; repealing sustainable forest resources provisions
and the minerals management account
