programs and services ARTICLE 1 � GENERAL EDUCATIONCorrecting the title of a
certain manual for use in recording +expenditures for extra curricular
(extracurricular) activities; modifying the formula +for debt service
equalization aid, providing for tiers; requiring and +providing for school
district maintenance and reporting of general fund +expenditures by building;
modifying the school district budget approval process; removing the +exclusion
of capital expenditure funds from the definition of reorganization +operating
debt; modifying the general education revenue formula for charter +schools
relating to extended time revenue and transition revenue; clarifying +the
payment of compensatory revenue to contracted alternative programs +and area
learning centers upon a contracting change before the start of the +school year;
expanding revenue for children of divorced parents to children of +separated
parents residing in different school districts; clarifying the +certification of
proposed levies for truth in taxation purposes; modifying the state +aid
reduction schedule for school districts qualifying for second tier +debt service
equalization aid; repealing a certain provision regulating the +allocation of
general education revenue by building ARTICLE 2 � EDUCATION
EXCELLENCEExpanding the required academic standards to world languages and
+health and physical education, specifying certain health and physical education
participation requirements and certain school districts graduation or+ academic
standards adoption requirements; modifying certain graduation course +credit
requirements for social studies; requiring the commissioner of +education to
expand the scholars of distinction program to mathematics, science, +leadership
and theater arts to nurture and recognize distinguished achievement +of
students; requiring the inclusion of administrative policies +reflecting
behaviors prohibiting intimidation and bullying in school district +violence
prevention curriculum and specifying certain commissioner and school +board
policies adoption requirements; modifying certain school performance +report
card requirements and classifying the report cards and yearly +progress data;
authorizing and providing for student possession and use of +nonsyringe
injectors of epinephrine under certain conditions and for possession +and use of
nonprescription pain relievers by high school students, specifying +certain
parental permission requirements; authorizing school districts to +offer and
independently establish policies, procedures, curriculum and services+ for
providing comprehensive age appropriate family life and sexuality +education for
elementary students, specifying certain notice requirements and +parental
options; modifying certain provisions regulating the use of aversive +and
deprivation procedures for student discipline purposes; defining +highly
qualified teacher for federal no child left behind act purposes; +requiring
school board notice to licensed or nonlicensed head varsity coaches +of contract
nonrenewal; recodifying and expanding certain provisions requiring +and
providing for school board implementation of staff development +programs;
authorizing school boards to establish and operate employee +recognition
programs; requiring school districts and the department of education +to work to
improve student access to services supporting academic success; +modifying the
limit on compensation for school board members employed by the school+ district;
modifying certain school bus safety training requirements for certain+ secondary
students; imposing certain additional safety training requirements on+ nonpublic
schools with students transported by bus at public expense and +requiring public
and nonpublic schools to conduct annual school bus evacuation drills;
restricting advertising on school buses to the inside of the bus; +authorizing
and providing for intermediate school districts as on line (online) +learning
providers; authorizing charter schools to limit admission to certain +chemically
dependent secondary school students; requiring certain newly formed +charter
schools to submit school calendars to the department for state aid +eligibility
purposes; modifying certain pool requirements used for supervised +competitive
high school diving; exempting certain leased school vehicles from tax+ or
licensing fees; expanding the definition of school bus for traffic +regulations
purposes to multifunction school activity buses and modifying the +definitions
of certain other types of school buses; regulating speed limits in +school
zones; allowing multiple stop signal arms on school buses, modifying +certain
strobe lamp requirements and adopting certain updated national +equipment
standards; prohibiting the use of multipiece rims and tube type tires+ on school
buses manufactured after a certain date; modifying certain reflective+ material,
insulation, lamp and signal, seat and crash barrier and crossing +control arm
equipment requirements; limiting certain annual drivers license +verification
requirements for persons transporting students; expanding coverage +under the
public employment labor relations act (PELRA) to licensed community +education
program instructors providing early childhood and family education +(ECFE) and
to nonlicensed community experts; requiring the commissioner to +develop a model
policy prohibiting intimidation and bullying; requiring and providing+ for the
commissioner to implement proposed academic standards in world +languages;
specifying certain additional requirements of the commissioner +relating to
student achievement measures, the quality of supplemental educational+ service
providers, the validity of the accountability system and expenditures+ to comply
with sanctions required under the federal no child left behind act +for low
performing schools; prohibiting the commissioner from developing new +Minnesota
comprehensive assessments, requiring and providing for the +commissioner and
school districts to administer the measure academic progress (MAP) +tests as the
statewide exams required under the federal act; repealing the +provision
requiring programs to prevent and reduce the risks of sexually +transmitted
infections and diseases ARTICLE 3 � SPECIAL PROGRAMSProviding for mental
health screening of students suspended from +school for more than a certain
number of school days in a school year with +permission of the parent or
guardian; modifying the interagency intervention +service system, providing for
services from birth through age 21; expanding the +special instruction for
children with a disability requirement to students +suspended or expelled from
school for more than a few days; restricting the +authority of nonresident
districts to bill resident districts for special +education tuition costs;
requiring mental health representation on community transition interagency
committees for youth with disabilities ARTICLE 4 � STATE AGENCIES Expanding
certain school board reporting requirements relating to +teacher or
administrator discipline and certain information requirements for +school boards
proposing facility construction relating to acoustics ARTICLE 5 � K-12 SCIENCE
AND SOCIAL STUDIES STANDARDSRequiring the commissioner of education to adopt
rules for +implementing statewide rigorous core academic standards in science
and social +studies and to establish a grade 11 life sciences assessment for
certain future +school year, specifying certain academic standards requirements;
requiring the +commissioner to adopt the K-12 academic social studies and
science standards +incorporated by reference using the expedited rulemaking
process and the revisor of +statutes to make certain modifications to the
standards ARTICLE 6 - TECHNICAL AND CONFORMING AMENDMENTSMaking technical and
conforming amendments to certain statutory +provisions relating to the required
academic standards, cooperative secondary +facilities grants, school district
classification, building fire safety +improvements, school age care programs,
community education revenue, the graduation incentives program, special
education rules and dispute resolution +and hearing costs, the career and
technical levy, truancy programs and services +and judgments against licensed
teachers for child or sexual abuse; +requiring school districts to develop
strategies in conjunction with parents of +students with emotional or behavioral
disorders to keep students with the disorders+ in school for graduation rate
increase purposes; specifying certain term change instructions to the revisor of
statutes; repealing the citation and +purpose of the Minnesota local partnership
act; repealing an expiration date and+ reviving certain provisions relating to
