E Abolishing the department of economic security and renaming the department of
trade and economic development the department of economic and workforce
development to consolidate and streamline the workforce development system;
transferring the responsibilities of the department of economic security
relating to employment, workforce and youth services to the renamed department
and the responsibility for energy programs to the department of commerce;
providing for a division of economic development within the department of
economic and workforce development consisting of business and community
development, the Minnesota trade office, the tourism and information and
analysis divisions and administrative support, requiring a workforce transition
services unit and housing in the department of the job skills partnership
program with a policy, research and evaluation unit; creating a temporary
workforce development reorganization transition advisory task force to make
recommendations to the governor and the legislature by a certain date on state
government structure and department organization for delivering workforce
development programs, specifying task force membership and consultation
requirements and duties; requiring the task force to recommend transfer to the
appropriate state agencies of the responsibilities for administration of
programs currently administered by the departments of trade and economic
development, labor and industry and economic security; requiring the
commissioners of trade and economic development and economic security to
cooperate with and provide staff support to the task force; granting the task
force access to private or nonpublic data within the department of economic
security and DTED; requesting the legislative audit commission (LAC) to evaluate
the unemployment insurance program (je, ja)
