Relating to education; creating a quality rating and improvement system
to
ensure children have access to high quality early learning and care programs
in
a range of settings to meet the needs of children and families; requiring
commissioners of human services (DHS) and education to continue prekindergarten
exploratory projects located in St. Paul and Hennepin and Blue Earth counties
conducted in partnership with the Minnesota early learning foundation to promote
school readiness, requiring the commissioners after a certain date to establish
additional prekindergarten projects in Anoka, Olmsted, Otter Tail, St. Louis,
Benton, Stearns and Sherburne counties, specifying allowance eligibility,
quality standards and application, allowing the departments to waive the one
year limit for allowance spending, extending a previous appropriation;
appropriating money to the department of education for prekindergarten
exploratory projects for St. Paul, Hennepin, Blue Earth, Anoka, Olmsted, Otter
Tail, St. Louis, Benton, Stearns and Sherburne counties
