the agricultural growth, research, and innovation (AGRI) program and extending
the program; establishing a beginning farmer tax credit program for income tax
credits under the rural finance authority, allowing agricultural assets owners
tax credits for sales or rentals to beginning farmers, allowing beginning
farmers to take an income tax credit for certain financial management program
participation, specifying authority duties; appropriating money to the
commissioner of human services (DHS) for beginning farmer individual development
account matching grants and to the commissioner of agriculture for Minnesota
state colleges and universities (MnSCU) grants for farm business management
programming, specifying requirements
