Relating to capital improvements; appropriating money and authorizing the
issuance of state bonds for the University of Minnesota (U of M) for higher
education asset preservation and replacement (HEAPR), the Tate physics
laboratory renovation, Minnesota state colleges and universities (MnSCU) for
higher education asset preservation and replacement (HEAPR), Central Lakes
college Staples, Metropolitan state university, Minnesota state community and
technical college - Moorhead, Rochester community and technical college, Winona
state university, systemwide science, technology, engineering and math (STEM)
initiatives, systemwide energy occupations initiative, the Minnesota state
academies for asset preservation, new student dormitory Frechette hall, Scout
cabin and laundry building demolition, the department of natural resources (DNR)
for natural resources asset preservation, flood hazard mitigation, state forest
land restoration, and state parks and trails development, the pollution control
agency (PCA) for capital assistance program and storm water program, the
Minnesota zoological garden, the departments of administration for capital asset
preservation and replacement account (CAPRA), Capitol restoration and parking
facilities, the department of military affairs for asset preservation, the
department of transportation (DOT) for local bridge replacement and
rehabilitation, local road improvement fund grants, greater Minnesota transit,
Iron Range regional airport, Winona - Louisa street extension, the metropolitan
council for metropolitan cities inflow and infiltration grants, the department

to the public facilities authority for state match for federal grants,
wastewater infrastructure funding program, Big Lake area sanitary district,
Clara City - street and utility project, Fosston - second street road
improvement, Maple Plain -street and utility project, Rainy lake and Crane lake
sanitary sewer projects, Truman - storm water project, Virginia - infrastructure
extension, and to the Minnesota housing finance agency (HFA) for capital
improvements; appropriating money to the commissioner of management and budget
(MMB) for bond sale expenses; specifying a bond sale schedule; requiring the MMB
commissioner to sell and issue bonds for the bond proceeds fund and the
transportation fund; making permanent MMB bond sale authority; expanding the
housing bonds definition certain residential rental projects; increasing HFA
bonding authority; providing an additional appropriation to MMB for the housing
infrastructure bond account; modifying a previous department of finance bond
sale expenses appropriation; removing certain previous bonding expiration dates;
prohibiting the commissioner of administration from collecting rent to recover
bond interest costs or building depreciation costs for appropriations utilized
for the state capitol campus restoration
