relating to audits by the legislative auditor; specifying certain MNsure
advisory responsibilities of the legislative oversight committee; modifying

health carrier and health plan requirements, certain agreements and consultation
provisions, rulemaking provisions and data practices provisions; clarifying
certain MNsure fund provisions; requiring the commissioner of human services to
