2E Placing the ombudsman program, commissioner of human services (DHS) duties
with the integrated fund task force and the coordinated service delivery system
for disabled under the prepayment demonstration project; requiring commissioner
of public safety to supply commissioner of human services with traffic accident
information for compliance purposes and clarifying DHS information request
cooperation; specifying a medical assistance (MA) tax-exempt gift income
disregard for families for eligibility determination, modifying MA family asset
limitations; establishing the drug utilization review board, specifying
membership and staffing, requiring commissioner to implement a medical
assistance (MA) retrospective and prospective drug utilization review program,
authorizing commissioner of human services (DHS) to develop centers of
excellence for complex medical procedures; modifying MA intergovernmental
transfers, increasing payments to Hennepin and Ramsey counties, exempting
contracts between commissioner and a prepaid health plan from set-aside and
preference provisions, requiring annual payments, modifying general assistance
medical care (GAMC) application, modifying MinnesotaCare gross individual or
gross family income, family co-payments and the premium scale gross family
income percentage of federal poverty guidelines; providing for MA liens
enforcement or claim against real property in transfer on death deed in probate
or district court; repealing prepaid health plans and the definition of gross
individual or gross family income
