Relating to the organization, operation and financing of state +government for
fiscal year 2003 ARTICLE 1 � TRANSPORTATION Transferring and cancelling
certain prior appropriations to the +commissioner of transportation (DOT) and
authorizing the issuance of state bonds for +certain projects, providing for the
payment of bond sale expenses ARTICLE 2 � TRANSFERSRequiring the higher
education services office (HESO) to transfer by +a certain date a certain amount
of uncommitted balances in the SELF loan +reserve fund to the general fund, the
commissioner of human services to transfer +certain amounts from the TBI
enterprise, lease income and ICF/MR +(intermediate care facilities for persons
with mental retardation) depreciation accounts+ to the general fund and the

money +from the state government special revenue fund to the board of
