1E Requiring trunk highway bridge improvement plan program requirements to
include safety concerns for pedestrians, bicyclists, motorists and other roadway
users, crash reports and Americans with Disabilities Act (ADA) accessibility
requirements, requiring funded bridge projects to include bicycle and pedestrian
accommodations under certain conditions, requiring pedestrian facilities to be
compliant with ADA, specifying commissioner of transportation (DOT) report
inclusion requirement; removing the expiration date for the appointment of a
corporate deputy registrar and commissioner of public safety's duty to appoint a
replacement; removing an income qualification from ability to retrieve contents
from impounded motor vehicles and retrieve impounded motor vehicles without
charge; expanding conditions for towing certain motor vehicles at expired
parking meters; defining enhanced drivers license and enhanced identification
card, specifying individuals not eligible for enhanced drivers licenses,
specifying application format, fees and application content, establishing
certain security measures for enhanced drivers license and enhanced
identification card holders, specifying requirements relating to photographs or
electronically produced images on cards; eliminating cumulative drivers license
suspensions for driving without a license violations, imposing a misdemeanor
penalty for driving after suspension for failure to appear in court or pay
fines; expanding the driving while impaired (DWI) and (DUI), motor vehicle
ignition interlock device pilot program statewide and extending the duration,
applying pilot project components to impaired DWI and DUI drivers, underage
drinking and driving and criminal vehicular homicide or operation; requiring the
commissioner of transportation (DOT) to include in the next revision of the
statewide transportation plan a study on the feasibility of establishing
commuter transit service in the Little Crow transit way between Willmar and
Minneapolis; prescribing and assigning passenger rail responsibilities and
duties to commissioner of transportation (DOT), allowing application for
federal, state, local, regional and private funding, specifying exercise of
powers and funding; requiring commissioner of transportation (DOT) to apply for
federal grants for railroad safety technology funding available to state
governments, requiring commissioner to prioritize grant requests and solicit
grant requests, requiring a percentage nonfederal match; requiring commissioner
of public safety to study the mandatory 24-hour use of vehicle lighting on
public highways; requiring a passenger rail report; requiring DOT to apply for
federal funding for a Minnesota to Chicago high-speed passenger rail line
connecting Chicago, La Crescent, Winona, Red Wing and the Union Depot concourse
multimodal transit hub in St. Paul; requiring commissioner of public safety to
enter into an agreement with secretary of the federal department of homeland
security to develop an enhanced Minnesota drivers license and an enhanced
Minnesota identification card; repealing towing four-hour waiting period and
towing allowed
