Relating to early childhood development and education ARTICLE 1 �
CONSTITUTIONAL AMENDMENT Proposing an amendment to the Minnesota constitution,
article XIII to+ establish the Mary McEvoy endowment fund for young children to
enhance the +development and education of very young children living in poverty
to ensure the +long term security of the state workforce and economy; honoring
Mary McEvoy as +a national leader in the education of young children ARTICLE 2
� MARY MCEVOY ENDOWMENT FUND FOR YOUNG CHILDREN Providing for the
establishment of "The Mary McEvoy Endowment Fund +for Young Children" as a
supplement to traditional sources of funding for +activities for young children
and parents; providing for funding sources, matching +funds, gifts and
contributions and for investment by the state board of +investment; requiring
audits by the legislative auditor; specifying certain +authorized expenditures;
providing for certain royalties, copyrights and +patents; establishing the Mary
McEvoy endowment fund for young children board +for fund governance purposes
with membership to be appointed by the governor +with the advice and consent of
the senate, specifying certain membership +qualification requirements and
restrictions; requiring the board to select a fund +director and specifying
certain board powers and duties; imposing an +additional fee on drivers license
