Relating to energy; requiring the public utilities commission to establish a
community based wind energy development tariff to optimize local, regional and
state rural agricultural resource economic development benefits from wind energy
development and to facilitate widespread development of community based wind
energy projects throughout the state, specifying certain tariff rate
requirements and providing for application, requiring a preference for certain
projects; authorizing community based project developers and public utilities to
negotiate different rate and power purchase agreements; requiring the PUC to
expedite the establishment of the tariff for use by a certain date
