Establishing the state park fund for state park management and +operations
purposes, requiring the commissioner of finance to establish separate+ accounts
for each state park and recreation area and for parks administration +within the
fund, providing for the crediting of certain revenues to the +accounts,
prescribing a disposition formula; providing for the management and +operations
of state parks; specifying certain powers of state park managers or supervisors,
requiring and providing for development of operational +plans, subjecting the
plans to approval of the commissioner of natural +resources (DNR) before
implementation, specifying certain approval +restrictions; specifying certain
additional state park financial management and administrative duties of the
commissioner and authorizing the +commissioner to award limited grants to state
parks or recreation areas to address +short term budgetary shortfalls under
certain conditions, specifying certain +manager application requirements;
prohibiting general fund appropriations for+ state park and recreation area
operations after a certain date; changing +the name of state park permits to
state park vehicle permits and setting the fee, authorizing use of a daily
vehicle permit in lieu of a state park +vehicle permit under certain conditions;
prohibiting state park entrance fees+ for employees performing official duties;
authorizing the commissioner to+ enter into an agreement with the state of
Wisconsin for reciprocal entrance+ fees for Interstate park upon request of the
manager; exempting Fort Snelling +from fees set under operational plans;
reducing general fund appropriations for+ state park and recreation area
operations in stages and imposing a self +sufficiency requirement, providing for
redesignation for failure to reach the +self sufficiency goal; requiring the
commissioner to report to the +legislature by a certain date relating to the
financing of state parks and recreation +areas; repealing certain provisions
prohibiting worker displacement under +the adopt a park program, providing for
special uses of state parks and for the +working capital fund and regulating
state park daily permits and permit +exemptions and fees (ra)
