Establishing a health care and human services worker training and retention
program to be administered by the job skills partnership program to alleviate
critical worker shortages in certain areas of the state and to increase
opportunities for current and potential direct care employees to qualify for
advanced employment in the health care or human services fields; providing for
funding, specifying certain grant application requirements; providing for awards
to qualifying consortiums, local match requirements; specifying certain job
skills partnership board evaluation and annual reporting, program and career
enhancement requirements; establishing a health care and human services
education grant program under the supervision of the higher education services
office and the administration of qualifying consortia operating under the worker
training and retention program to provide grants to health care and human
services employees to complete post-secondary degrees or certificates,
specifying grant eligibility, award and use requirements; requiring HESO to
administer a scholarship banking program for health care and human services
workers participating in consortia under the worker training and retention
program for the earning of scholarship dollars for employment, specifying
qualification requirements; requiring the board of trustees of the Minnesota
state colleges and universities to develop a short term competency based
standardized curricula in health care patient services and community support
services for persons with disabilities; authorizing departments or programs at
state colleges or universities to retain tuition and other receipts for training
and retention programs; authorizing the commissioner of human services to
increase medical assistance (MA) reimbursement rates for worker training and
retention project participating providers to reflect costs; requiring the MnSCU
board to study and report to the legislature by a certain date with a plan to
offer credit hours toward degrees for education and training provided by
institutions (ja)
