3E Relating to elections

ARTICLE 1 - ELECTIONS AND VOTING

Prohibiting
postsecondary residential housing list use and dissemination by county auditors
and the secretary of state; prohibiting certain compensation for voter
registration application solicitation, collection or acceptance and prohibiting
compensation deprivation or reduction for failure to solicit or accept a minimum
voter registration applications; modifying certain signature requirements on
registration applications for individuals unable to write; modifying the same
day voter registration oath recording requirements; counting rejected absentee
and mail ballots for registration purposes; modifying return envelope design;
requiring absentee voting in person county auditor electronic ballot marker
availability for disabled individual accessibility, permitting any county
governing body to authorize an absentee ballot board and modifying absentee
ballot board duties, clarifying affidavits and petitions filing for county and
federal offices, requiring affidavits and petitions for state offices to be
filed with the secretary of state or with the county auditor of residence and
requiring other affidavits to be submitted by mail or by hand by a certain date
and time; allowing certain absent candidates to submit affidavits of candidacy
by facsimile (FAX) device or electronic transmission and specifying requirements
and requiring affidavits of candidacy and nominating petitions to be submitted
by mail or by hand by a certain date and time, modifying write in candidate
requirements; modifying the distance for the location of polling places from
precinct boundaries; modifying mail balloting and allowing auditors and clerks
to appoint election judges to examine and mark return envelopes; clarifying
polling place lingering restrictions; requiring residency proof for appointed
challengers seeking admission to polling places under certain conditions;
providing for the cancellation of special elections by municipalities, requiring
municipal clerk and school district clerk county auditor special election
cancellation written notice by a certain time prior to election, requiring
school district clerk commissioner of education special election cancellation
written notice by a certain time prior to election; changing the postelection
review official definition to include county auditors and auditor designated
municipal clerks; clarifying additional review conditions; requiring filing
officers to restrict public access to personal addresses of individuals making
certain larger contributions under certain conditions; prescribing a misdemeanor
penalty for candidate failure to file a certification; repealing absentee voting
general eligibility county board experimental procedures and absentee ballot
boards absentee voter list

ARTICLE 2 - TECHNICAL MODIFICATIONS

Relating to
elections; clarifying certain procedures and terminology; modifying soil and
water conservation district ballot content requirements; changing registration
card to registration application; modifying county auditor change of
registration provisions; modifying absentee ballot provisions; modifying proof
of eligibility for candidates for judicial office, county attorney and county
sheriff; modifying school district clerk ballot preparation provisions;
modifying school district combined polling places provisions; modifying certain
duties of the commissioner of public safety relating to verifying social
security number voter information
