Relating to state government

ARTICLE 1 - JOBS, ECONOMIC DEVELOPMENT, HOUSING
AND MINNESOTA HERITAGE APPROPRIATIONS SUMMARY

Appropriating money to the
department of employment and economic development (DEED) for business and
community and workforce development and administration, to the public facilities
authority for clean water and waste water treatment programs, to explore
Minnesota tourism, to the housing finance agency (HFA) for the challenge
program, housing trust fund, rental assistance for mentally ill, family homeless
prevention, home ownership assistance fund, affordable rental investment fund,
housing rehabilitation, homeownership education, counseling and training, and
capacity building grants, to department of labor and industry for workers
compensation, labor standards and apprenticeship and general support, to the
bureau of mediation services for mediation and labor management cooperation
grants, to the workers compensation court of appeals, the Minnesota historical
society for education and outreach, preservation and access, the international
center, the air national guard and military museums, and Farmamerica, to the
board of the arts for operations and services, grants and regional arts
councils, to the board of accountancy, to the board of architecture,
engineering, land surveying, landscape architecture, geoscience and interior
design and to the board of barber and cosmetologist examiners, authorizing
certain transfers

ARTICLE 2 - EMPLOYMENT AND DEVELOPMENT-RELATED
PROVISIONS

Increasing the amount the pollution control agency (PCA)
commissioner may annually spend on contamination cleanup grant program
administration; allowing department of employment and economic development
(DEED) commissioner to spend Minnesota investment fund revenue on strategic
investments in renewable energy market development

ARTICLE 3 - HOUSING
FINANCE AGENCY

Expanding agency powers with regard to rehabilitation loans,
restricting accessibility improvement loan limits to owner-occupied property and
permitting loans for non-compliant owner-occupied housing, increasing
rehabilitation loan maximum

ARTICLE 4 - LICENSING AND WAGES

Establishing
certain new fees for cosmetologists

ARTICLE 5 - LICENSING;
FEES

Establishing building permit fees, removing a duplicate license fee,
providing a two-year bond registration fee, phasing in two-year plumber, water
conditioning contractor and installer, residential contractor, remodeler and
roofer, master of boats, boiler operator, certificate of competency and
manufactured home dealers license and certificate renewals, increasing licensee
continuing education requirements, renewal fees, contractor recovery fund fee
contributions, additional assessment fee and United States coast guard master
and boiler engineer licensing fees, establishing manufactured homes dealer
license fees and permitting two-year duration; repealing an agency
rule

ARTICLE 6 - MISCELLANEOUS

Removing a prior commissioner of labor and
industry funds annual transfer requirement from the construction code fund to
the general fund
