E Providing for an aggressive and integrated initiative against prostitution and
other crimes; requiring presentence investigations of defendants convicted of
prostitution, firearms or controlled substance offenses; reducing the number of
prior convictions required for imposition of increased penalties for misdemeanor
prostitution, motor vehicle tampering, property damage or dangerous weapons
violations; imposing a mandatory minimum sentence for conviction of prostitution
solicitation in a public place, requiring consecutive sentences under certain
conditions; imposing mandatory consecutive penalties for conviction of
prostitution in residential zones, defining residential zone; establishing a
pilot project to develop a joint prostitution prosecution unit to be
administered by the offices of the Ramsey county attorney and the St. Paul city
attorney to reduce the number of prostitution offenses in the city of St. Paul,
requiring progress reports to the legislature by certain dates and the sharing
of results with the state and other counties and cities; appropriating money to
the commissioner of public safety for grants to the St. Paul police department
and the offices of the city attorney, Ramsey county attorney and second judicial
district public defender to increase the current degree of implementation of the
HEAT law enforcement strategy, for the joint prostitution prosecution unit and
for increased public defender costs, for grants to organizations and local
government units to provide outreach and support services to assist individuals
leaving prostitution and to educate patrons on harmful effects; specifying
certain HEAT law enforcement strategy and public awareness campaign requirements
