1E Modifying certain critical access hospital provisions to conform to federal
law; expanding the definition of eligible rural hospital under the rural
hospital planning and transition and capital improvement grant programs, the
moratorium on hospital construction to a certain critical access hospital under
the medicare rural hospital flexibility program and critical access hospitals
access to swing beds, specifying certain requirements for use of swing beds by
critical access hospitals without attached nursing homes; requiring the
commissioner of health to review swing bed and related data and report and make
recommendations to the legislature by a certain date on the use of swing bed
days by all hospitals
