Relating to state government

ARTICLE 1 - ENVIRONMENT, NATURAL RESOURCES, AND
COMMERCE APPROPRIATIONS

Appropriating money to the pollution control agency
(PCA) for water program operations, air monitoring, land protection,
environmental assistance and cross-media purposes and administrative support;
appropriating money to the department of natural resources (DNR) for land and
mineral resources management, ecological and water resource purposes, forest
management, parks and trails management, fish and wildlife management, and for
certain enforcement and operations support purposes; appropriating money to the
board of water and soil resources (BWSR), the metropolitan council, the
conservation corps of Minnesota and the zoological board; appropriating money to
the department of commerce for financial institution regulation, to the
petroleum tank release compensation board, for certain administrative services,
telecommunications, enforcement, energy resources and insurance purposes;
appropriating money to the public utilities commission

ARTICLE 2 -
ENVIRONMENT, NATURAL RESOURCES, AND COMMERCE POLICY

Classifying trade secret
information submitted to the pollution control (PCA) agency under product
stewardship programs; eliminating the school trust lands director; increasing
insurance agent appointment fees; modifying provisions relating to state park
reservation system revenue proceeds; eliminating the state park permit
requirement for the La Salle Lake state recreation area; authorizing quarterly
transfers to the forest management investment account; modifying state forest
leases and permits provisions, providing for application fees and modifying
lease requirements; modifying application fees for stockpiled iron ore; defining
scram mining and providing for the term of a scram mining permit; requiring a
permit release application fee; requiring a preapplication conference and site
visit prior to an application for a permit to mine; modifying certain
reclamation fees and provisions; establishing a mineral data and inspections
administration account; requiring a drill core library data access fee;
establishing a state-owned construction aggregates reclamation account;
establishing a state-owned construction aggregates reclamation fee; modifying
certain provisions relating to school trust lands; authorizing the commissioner
of natural resources (DNR) to collect a civil penalty for capturing nonnative or
domestic animals; modifying Take a Kid Fishing Weekends provisions; providing
for resident spear fishing for youth over age 16 or over and under age 18;
authorizing nonresidents under age 16 to obtain a small game license; modifying
residents and nonresidents under age 16 big game hunting provisions; modifying
hunting fees for young hunters; modifying issuing fees for persons authorized to
sell licenses; modifying certain provisions relating to fees related to the
harvest of aquatic plants; establishing a exploratory boring inspection fee;
establishing a wastewater laboratory certification process; establishing a
carpet product stewardship program and plan, an architectural paint product
stewardship program and plan and a primary batteries product stewardship program
and plan, requiring a report to the legislature on the implementation of the
plans; modifying provisions relating to school trust fund lands, eliminating the
school trust lands director; authorizing clean water fund money to be used to
leverage federal funds through formal project partnership agreements execution;
modifying pollution control agency (PCA), commissioner of agriculture, emergency
response commission, and municipal landfill abatement reporting requirements;
defining institutional controls as corrective action under the petroleum tank
release cleanup provisions and modifying fund property acquisition expenditure
requirements; providing for disposition of property acquired for corrective
action; modifying
PCA storage tank affidavit requirements; repealing obsolete
state agency
rules; providing for rulemaking relating to industrial minerals
and nonferrous mineral leases, permits to mine, and wildlife restitution value
for sandhill cranes; repealing provisions related to big game hunting license
requirements, sanitary districts and the appointment, qualifications, duties and
compensation of a school trust land director
