Relating to state government

ARTICLE 1 - STATE GOVERNMENT
APPROPRIATIONS

Appropriating money to the legislature, governor and
lieutenant governor, state auditor, attorney general, secretary of state,
campaign finance and public disclosure board, investment board, office of
enterprise technology, office of administrative hearings, department of
administration, capitol area architectural and planning board (CAAPB), Minnesota
management and budget (MMB), department of revenue, gambling control board,
racing commission, state lottery, Minnesota state retirement system (MSRS),
Minneapolis employees retirement fund, teachers retirement association, St. Paul
Teachers retirement fund, Duluth teachers retirement fun, amateur sports
commission, science museum, Minnesota center for the humanities, Minnesota
historical society, Minnesota state arts board, and the councils on Black
Minnesotans, Chicano/Latino Affairs, Asian-Pacific Minnesotans, and Indian
Affairs

ARTICLE 2 - STATE GOVERNMENT OPERATIONS

Allowing the state auditor
to charge user fees to government entities for accounting system software;
establishing the state auditor enterprise fund; for examination expenses;
requiring political subdivision payments to the state auditor enterprise fund
for examinations; requiring office of enterprise technology consultation for
state agencies with technology projects; allowing the office to make contracts
with private entities to expand North Star and online information services;
establishing and providing for the E-Government advisory council for improving
online government information services; moving certain duties from the state
auditor to the legislative auditor; repealing the general fund

ARTICLE 3 -
CAMPAIGN FINANCE

Modifying the noncampaign disbursement filing fees
definition; requiring the campaign finance and public disclosure board to assess
annual administrative fees and providing a fee schedule; specifying fee
disposition and a report requirement

ARTICLE 4 - TRUST LANDS

Removing the
school trust lands director position; repealing director notice to commission
and governor and school trust land director

ARTICLE 5 - VETERANS
AFFAIRS

Appropriating money to the department of veterans affairs;

ARTICLE
6 - VETERANS PROVISIONS

Establishing special support our veterans motor
vehicle license plates and account in the special revenue fund; modifying the
veterans service office grant program eligibility, grant process, and grant
amount; modifying under the Minnesota GI bill program the veteran definition,
eligibility, and benefit amount; requiring the state lottery to establish a
scratch-off game with receipts dedicated to the support our veterans account and
requiring deposit into the support our veterans account; repealing the veterans
service office grant cycle

ARTICLE 7 - MILITARY AFFAIRS

Appropriating
money to the department of military affairs

ARTICLE 8 - REVENUE
DEPARTMENT

Requiring automobile insurers to collect a surcharge on
comprehensive policies and requiring surcharge remittance to the department of
revenue for the automobile theft prevention program; establishing the automobile
theft prevention account; requiring insurer return filing; requiring department
of revenue electronic filings and payments; repealing the automobile theft
prevention program and the technology lease-purchase appropriation
