Relating to crime and public safety; modifying criminal sentencing for certain
controlled substance possessors and offenders; creating a presumptive stayed
sentence for first time offenders of certain controlled substance possession
crimes, requiring successful completion of a chemical dependency treatment
program designated by the court, specifying certain program requirements and
authorizing the court to require certain offenders to pay the costs of the
treatment program; requiring court consideration of presentence investigation
results under certain conditions; providing for placement by the commissioner of
corrections of certain controlled substance offenders on supervised release
under certain conditions, requiring completion of a disciplinary confinement
period by certain offenders before release; authorizing and providing for
expungement or sealing of conviction records under certain conditions, requiring
discharge of the offender from probation; appropriating money to the
commissioner for development, expansion and operation of prison based chemical
dependency treatment programs, to the commissioner of human services for deposit
into the chemical dependency treatment fund for tier II chemical dependency
treatment of low income persons and to the peace officers standards and training
(POST) board for peace officer training reimbursements
