affiliation contract requirements and certain quality incentive payments
measures; specifying certain health disparities assessment requirements;
expanding treatment of emergency medical conditions for medical assistance (MA)
eligibility purposes and authorizing payment for certain alternative services;
authorizing health care for uninsured persons under certain conditions
administered by the commissioner of human services; allowing payment for mental
health services or dental services provided on the same day; increasing the
critical access home care services payment rate and specifying certain
MinnesotaCare program payment requirements; increasing reimbursements for
critical access dental providers, expanding designated critical access clinic
requirements and providing for teledentistry and mobile services; increasing
payment rates for various community mental health center services; specifying
the payment rate for outreach and enrollment assistance services; appropriating
money to the commissioner of health for federally qualified health centers;
requiring the commissioner of human services to development methodology for
