Relating to the organization, operation and financing of state government;
appropriating money for environment, natural resources and agriculture
purposes

ARTICLE 1 - ENVIRONMENT, NATURAL RESOURCES AND AGRICULTURE
APPROPRIATIONS

Providing a summary of appropriations by fund; modifying
disposition of certain revenue and funds; appropriating money to the pollution
control agency for the clean water partnership program, for community technical
assistance and education for local and basinwide water quality protection and
grants, for individual sewage treatment system (ISTS) administration and grants,
for new technology review, technical assistance for local governments and
enforcement purposes and the administration of individual septic tank fees, for
implementing the clean water legacy act, for providing regulatory services to
the ethanol, mining and other developing economic sectors, for county feedlot
program grants and specifying a three part formula for fund distribution, for
the small business environmental improvement loan program and air monitoring
programs, for land management purposes including remediation funding for the
leaking underground storage tank program and for health assessments, drinking
water advisories and public information activities for areas contaminated by
hazardous releases, for multimedia purposes including total maximum daily load
(TDML) contracts or grants, for environmental assistance purposes including
SCORE block grants, environmental assistance grants or loans and to promote the
use of alternative fuels, reduce pollutant emissions and greenhouse gases, for
transportation fleets efficiency and to accelerate transition to clean energy
sources, and for administrative support purposes; appropriating money to the
commissioner of natural resources (DNR) for land and mineral resources
management purposes including iron ore cooperative research, match requirement,
for the minerals management account, for school trust lands management, for
state administered mineral resources management, for support of the land records
management system, for water resources management purposes, for implementing the
Red River mediation agreement, for a grant to the Mississippi headwater board,
for payment to the Leech Lake band of Chippewa Indians to implement the bands
portion of the comprehensive plan for the upper Mississippi, for ring dikes
construction, for addressing ethanol production surface and ground water issues,
for impaired water identification and plan development, for forest management
purposes, for emergency firefighting and requiring report to the legislature,
for the forest management investment account, for the forest resources council
for implementation of the sustainable forest resources act, for the FORIST time
management information system and other systems, for implementation of
ecological classification systems (ECS) standards on forested landscapes, for
certain general fund investments in forest management, for nonapproved firewood
on state administered lands statewide information and education campaign
development and implementation, for forest road maintenance in support of
all-terrain vehicle trails, for parks and recreation management purposes
including state park water access projects, park and recreation area operations,
park maintenance work, resource management projects and conservation education
for park users, for trails and waterways management purposes, for snowmobile
grants in aid and trails, for off-highway vehicle grants in aid, for a safe
harbor program on Lake Superior, for state trail operations, for water access
sites expenditures, for fish and wildlife management purposes, for resource
population surveys, for the heritage enhancement account, the critical habitat
license plate match program, the wild turkey management account, for fishing
contest permits administration, for wildlife health programs, for
grassland/wetland complexes on public and private lands, for expanding the
roadsides for wildlife program, for ecological services, for enforcement
purposes, for operations support and for zoo operations grants; to the board of
water and soil resources (BOWSR) for block grants to local governments and to
soil and water conservation districts, for grants to the Red River basin
commission, area II, Minnesota River basin projects for floodplain management,
for implementation of the clean water legacy act projects and grants, for
implementation of the wetland conservation act and grants, for development of a
comprehensive state wetland restoration vision and plan, and for implementation
of the drainage work group to enhance public drainage and modernization; to the
zoological board; to the science museum of Minnesota; to the metropolitan
council for area regional parks and trails maintenance and operations; to the
Minnesota conservation corps; to the legislative-citizen commission on Minnesota
resources; to the department of agriculture for protection services purposes,
for the voluntary clean program, for agricultural practices in restoring
impaired water, for total maximum daily load (TMDL) plans development
monitoring, for invasive species control activities, for meat, dairy and food
inspection activities, for emergency plan activities, for animal health
emergencies response activities, for agricultural marketing and development
purposes, for Minnesota grown promotion grants, for demonstration projects
involving sustainable agriculture grants, for livestock siting issues and local
zoning training and technical assistance, for additional integrated pest
management activities, for the agricultural best management practices loan
program, for value-added agricultural products purposes, for ethanol product
payments, for ethanol combustion efficiency grants, for gasification
technologies and to lessen dependency on fossil energy installation promotion
grants, for administration and financial assistance purposes, for the dairy
development and profitability enhancement and dairy business planning grant
programs, for northern crops institute grants, for Minnesota livestock breeders
association grants, for northern Minnesota forage-turf seed advisory committee
grants, for second harvest heartland grants, for mental health counseling
support to farm families and business operators through farm business management
programs at Central lakes and Ridgewater colleges, and for Minnesota
horticultural society grants; to the board of animal health for bovine
tuberculosis eradication and surveillance in cattle herds; and to the
agricultural utilization research institute

ARTICLE 2 - ENVIRONMENT, NATURAL
RESOURCES, AND AGRICULTURE POLICY

Providing for the crediting of certain money
received from gifts, grants, reimbursement or appropriation to the environmental
fund; specifying certain commissioner of agricultural duties relating to
cooperation with federal agencies to assist in the development of agricultural
resources; modifying agricultural development contract requirements; modifying
use of Minnesota grown label, increasing license fees, requiring appropriations
to be matched by private funds; modifying and creating certain loans and
accounts; eliminating the aquatic pest control license; modifying certain
requirements for pesticide application on golf courses; providing a certain
exemption for agricultural commodity producers for fertilizer facilities
regulations; modifying permit and safeguard requirements; eliminating the
surcharge imposed on aquatic pest control licenses; modifying fees for food
handler facility floor plans review; creating a food safety and defense task
force; specifying certain membership requirements and duties; providing for
NextGen energy through the department of agriculture to research and develop
energy sources to displace fossil fuels with renewable technology, specifying
certain board membership requirements and duties; modifying certain borrower
eligibility criteria for the rural finance authority program; modifying certain
provisions for the agricultural improvement loan program, the value-added
agricultural product loan program, the disaster recovery loan program and the
livestock equipment pilot loan program; expanding the use of the rural finance
authority revolving loan account to include disaster recovery; modifying
eligibility requirements for beginning farmers; modifying crediting of receipts
in the professional services support account by the commissioner of natural
resources; reducing the amount of decorative boughs available for sale and
modifying the permit fee; establishing the forest resource assessment products
and services account in the natural resources fund; requiring receipts from
forest resource assessment product sales and services under the department of
natural resources (DNR) to be credited to the account, including aerial
photography, remote sensing and satellite imagery products and services under
sales and services; requiring money to be appropriated to the commissioner and
to be used for certain staff and facilities maintenance; removing the expiration
of sustainable forest resources provisions; modifying the off highway vehicle
damage account purpose to property restoration and repair damaged by illegal
operation of off highway vehicles, removing the requirement for unused balances
to be transferred by a certain date to the off highway motorcycle, off road
vehicle and all terrain vehicle (ATV) accounts; establishing an off-highway
vehicles safety and conservation program, authorizing the commission to enter
into informal agreements for volunteer services, prohibiting worker
displacement; expanding the use of the all-terrain vehicle account for
maintenance purposes; creating the invasive species account for deposit of
surcharges of certain watercraft licenses and trailers for management of
invasive species purposes; adding surcharges for certain watercraft, watercraft
dealers licenses, specifying certain use and deposit requirements; clarifying
use of certain license revenues requirements by the commissioner of natural
resources; adding a surcharge for certain nonresident fishing licenses;
modifying permit requirements for fishing contests, imposing a fee for permits
to conduct a fishing contest, authorizing the commissioner to establish contest
permit fees; modifying trailer and towed recreational vehicle registration
taxes, imposing a surcharge, specifying deposit of proceeds requirements;
modifying percentage of gasoline use attributable to all-terrain vehicles;
modifying trail designation requirements; eliminating sunset of sustainable
forest resources provisions; repealing certain provisions relating to the
Minnesota grown matching account, aquatic pest control license, fee for product
use without initial registration or license for fertilizer application and
inspection fees, direct loans for the agricultural improvement loan program and
the minerals management account
