2E Relating to human services; authorizing the commissioner of corrections to
contract for the purchase of prescription drugs for persons confined in state
correctional institutions, authorizing local government participation in the
purchasing pool for the benefit of persons confined in local correctional
facilities and providing for the establishment of a drug formulary; expanding
the requirement for the commissioners of human services and corrections to offer
to develop discharge plans for community based services for offenders with
serious and persistent mental illness and modifying certain plan content
requirements, providing for commissioner determination of offender eligibility
for medical assistance (MA), general assistance medical care (GAMC) or
MinnesotaCare and imposing certain duties on discharge planners; increasing the
minimum day supply for prescriptions; clarifying eligibility for medical
assistance for offenders on work release; requiring the commissioner of
administration to give priority to supported work vendors in awarding contracts
for janitorial services for the new buildings for the departments of human
services and health; requiring the commissioner of the housing finance agency
(HFA) to allocate a certain amount of money from the housing trust fund account
in the housing development fund for supportive housing projects providing
employment support
