ARTICLE 1 - MINNESOTA HEALTH PLAN

Establishing the
Minnesota health plan, specifying plan requirements, general provisions, and
policies and procedures, establishing the Minnesota health board, authorizing
rulemaking

ARTICLE 2 - ELIGIBILITY

Specifying Minnesota health plan
eligibility for residents and certain employees, non-residents, businesses, and
retirees; specifying applicant private data classification; providing for
private data classification under the Minnesota health plan

ARTICLE 3 -
BENEFITS

Specifying covered benefits and patient care

ARTICLE 4 -
FUNDING

Requiring the Minnesota health board to establish a Minnesota
health
fund to implement the Minnesota health plan and for premiums and
revenue
receipt; specifying revenue sources, federal preemption repeal or
waiver, and subrogation

ARTICLE 5 - PAYMENTS

Requiring the Minnesota
health board to establish a payment system and annual budgets for
noninstitutional and institutional providers; allowing universal participation
by licensed health
care providers

ARTICLE 6 - GOVERNANCE

Providing for
Minnesota health plan governance; establishing and providing for the Minnesota
health board; establishing a metropolitan health planing region and rural health
planning regions; providing for a regional health planning board; requiring the
Minnesota health board to establish an office of health quality and planning and
specifying duties; creating the ombudsman office for patient advocacy;
establishing a grievance system, and an auditor general for health care fraud
within the office of the legislative auditor

Appropriating money to the Minnesota health fund under the
Minnesota health plan
